Why It Matters, And What's Still Unclear
A benchmark is only as useful as the peer group behind it. Your default peer group is set by the industry category chosen when the property was created, plus signals pulled from your URLs and app attributes, and your property needs Modeling contributions & business insights turned on in Admin for benchmarking to work at all.
Google hasn't clarified whether Ask Advisor pulls from that existing peer group or constructs its own, and it hasn't said whether the Modeling contributions toggle gates the Ask Advisor benchmark the way it gates current benchmarking reports.
